Introduction
Rhetorical analysis enables us to understand how to construct it finished, that is, to trace the path from thought to word. It uses the notion of a rhetorical canon. As any science, art or technical literature manages a number of private terms to which gives them special meaning.

In this report, I will apply the concepts of rhetorical analysis on the testimony of Bill Gates that he had made in front of the Committee on Science and Technology, U.S. House of Representatives. In this article, Bill Gates had delivered his message in a very effective and made sure that he had supported the subject of his message with appropriate evidence (Condit 2006).

In the testimony made by Bill Gates in front of the Committee on Science and Technology, U.S. House of Representatives, he made a strong point against the immigration policies of America and the procedure for providing H1-B visa to people from other countries, who were seeking employment in America. Bill Gates had started off with the discussion of the shortage of talent required in the country, which is necessary to make sure that USA remains ahead at all times in the field of innovation and technology. He quoted figures from the USA Bureau of Stats and informed the committee that there was a serious shortage of qualified engineers and scientists in the country and schools, in USA, were not producing quality students, who can work to keep America ahead in the global race ...
