SECTION 1.0INTRODUCTION

Statement of the problem.

Provision Of Infrastructural Facilities And Impact On Location Of Industries In The Federal Capital Territory (Fct), Abuja. Over the past decade, the issue of agricultural land conversion, particularly on the urbanrural fringe, has emerged as a leading concern in U.S . land-use planning. Responding to the public concern over land alienation, most state governments and many local governments have enacted policies designed to protect farmlands .

Purpose of the Study.

The research suggests that effective planning strategies to control agricultural land conversion must recognize the impact of local policy decision-making on the agricultural land market.

Significance of the study.

The effectiveness of these actions has, however, been questioned . One serious oversight in most existing programs is the lack of coordination between farmland protection efforts and local growth and capital investment policies . The focus of this paper is an empirical investigation of farmland conversion activity using a five-variable public policy model . The research findings show a statistically significant relationship between the scale of conversion activity and the examined factors.

Research Questions.

Among the examined variables, the most important predictor proved to be distance to the nearest developed area

The data suggest that once the precedent for urbanization has been established, by the issuance of building permits or sub-division approval, a reversal of the trend is difficult.

Quite simply, the effect of spatial proximity to existing urbanization is to increase the present value of nearby agricultural land. Any subsequent efforts to restrict farmland transition in these areas by imposing police power controls would, therefore, be inefficient and unfeasible.

It is incumbent then on policy-makers seeking to protect agricultural acreage to be more cognizant of the long-term impacts of their routine planning decisions, for once the decision to permit urban development in an area has been made, attempts to preserve nearby farms are foolhardy.

Research hypothesis

This was done to test for multicollinearity Provision of Infrastructural Facilities and Impact on Location of Industries. Severe multicollinearity would invalidate the hypothesis being tested that farmland conversion activity is affected by the selected public-policy actions.
