Twenty first century witnessed two most devastating events that have changed the perspective of whole world. There is no doubt that both the events 9/11 attack and USA attack on Iraq were unexpected and shocking, however the important question that arose from these was the role of intelligence department in the aftermath of these attack.
Talks are going on that the role of intelligence in before and after these incidents were based on just mere images and most of, the intelligence services either underrated the possible threats or overrated them. In account of these reasons, it has become imperative to introduce the reform in current intelligence failures particularly of USA. Two most important reforms that could be introduced in the current intelligence department are discussed below.

Institutionalizing Independence
In order to avoid the mistakes made by the commission in 2004 it is necessary to made intelligence department an independent organization, however, this procedure is not easy as there is no defined principle in the Law for making it possible.
Government and other state authorities can study some governmental independence procedure and can apply those polices in reforming the intelligence service, however, on the urgent basis two important steps can be taken.
First important step that must be taken is to appoint the head of the intelligence for the longer period. It is crucial as the head of the department has the knowledge of the policies and procedures that are being adopted, and bringing a new person every time disrupt the working, and result in creation of weak policies like 9/11 policy and Iraq war.
Secondly, to introduce a body within the organization that comprises of people have experience in developing high-level policies, and have the authority to take a final decision on the developed plan.
