A bureaucracy is a big organization that is planned to accomplish a common goal during a hierarchical organization. The classic viewpoint on bureaucracy was proposed by German sociologist, Max Weber at the beginning of 20th century. Weber built up a theory of authority structures as well as described organizational activity based on authority relations. He reported an ideal kind of organization that he called a "bureaucracy".
