This paper shall cover the history and functioning of public health in a wholesome context, shall help us better analyze and understanding the purpose and objective of significantly the reputation of the discipline itself, the acts passed with reference to context of the topic itself and finally a self-reflective and summarized conclusion respectively (Thierry, 2008).

INTRODUCTION

Public Health is a discipline, both a science and art that aims towards preventing disease and ailments present amongst individuals and at the same time working towards improving the quality of life of individuals and revive patients respectively (Thierry, 2008).

HISTORY

Improving the quality of individuals and maintaining a sound, healthy and active atmosphere has always the sole objective of all governments and heads of authority. Looking back into old books of history, there have been several accounts where public health has been utilized as the last resort.

CHINA

The aftermath of an epidemic of smallpox that hit the Chinese plateau sometime around 1000 B.C. intended the Chinese rulers of the time to adopt variolation or inoculation, which was done to improve and escalate the spread of the vaccine in the subject of patient to strengthen the immune system and fight the disease (Tumosa, 2007).

In 1967, private incursion into public health domains demoted patient care in favor of private medical interests and its contention that patients should have an increased influence on the policies of the medical facilities they used (Tumosa, 2007).

This proposal extended the Burlage report's 1967 recommendations, calling for an "accountable City government agency based in citizen-representative health boards and confederated regional boards" that would oversee a "publicly-approved comprehensive health services plan." These boards needed to replace top-down medical centers, in other words, as key instruments of health planning (Weil, 1997).

Prior to Heath/PAC, most health activists directed their energies toward conservative organizations such as the American Medical Association. By contrast, Health/PAC directed its wrath toward what it perceived as liberal hypocrisy couched in the language of progressive social medicine (Weil, 1997).
