Abstract

The need for improved implementation of Information Technology (IT) and Information Systems (IS) has been emphasised in both empirical and prescriptive research studies. This problem is magnified in the construction industry, which has been slow to embrace and utilise new technologies with negative consequences on productivity and innovation. This paper presents a strategic implementation framework for IT/IS projects in a manufacturing company. The framework builds upon recent published works and encompasses well-documented predictors for effective IT/IS implementation. A case study with an organisation is used to demonstrate the strategic implementation of a Project Management Information System used for the new investment project.

Introduction

As the development of IT industry, people are increasingly recognizing the importance of the implementation of project management. At present, numerous IT projects over-emphasize the technology research and applications, but neglect the function of project management. As the IT project is a high-tech industry, information systems project management often experience many problems, such as great changes in demand, technological upgrading rapidly, the rapid changes in the environment and frequent movement of persons. As a result, lots of problems relating to project management appeared, leading to unexpected failures for many projects halfway (Segars, 1996, 381). Consequently, discussing and finding out the mystery of successful IT projects has great significance for successfully implementing IT projects and improving the project management of these projects. In addition, finding effective approaches of integrating modem project management ideology and methods with information technology during the implementation of IT projects is very significant. Therefore, the success of IT project relates to multitudinous factors, and it had an important significant to find the critical one for the success of project.

A widely accepted opinion to define a successful IT project is that a successful IT project is a project that has finally achieved the expected objectives. To be more specific, it is a project that has realized all its anticipated functions under the condition of scheduled time, and reserved resources. But the IT project is a complicated and non-linear system. It means that project management involves several roles, because a project may cover many sectors and even cross the company. Since there is little experience to learn from, and there are many uncertain factors, the implementation of an IT project has high risks. The objectives of IT projects usually include several dimensionalities or criteria based on this meaning (Tucker, 1999, 84). A lot of IT projects were not regarded as failures, but they are not satisfied on all dimensions of the project objectives. According to some research findings on "successful" IT or system projects, a consentaneous viewpoint is that the determinants of "successful" IT projects are better than "common" projects in the aspects of the realization of cost, time targets ...
