Introduction

It was confluence of several changes or shifts at start of 1990s that led to rapid re-emergence of this industry. First was political: peace dividend that led to the massive downsizing of armed forces. Since end of World War 2, more than 7 million servicemen have been thrown into employment market with little to peddle but their fighting and military skills (O'Brien 2000).
