Introduction

The authority and legitimate power is usually limited to one area. For example, your boss has legitimate power to influence their behaviour during working hours, but not to determine how you behave with your partner or while making holidays. Legitimacy is a key ingredient in power, it is like a meal without salt, as it satisfies hunger but leaves a bad taste, and it is not enjoyed by the person. The legitimacy contributes to exercise power without use of coercive force, because people believe in the individual voter which is elected and helps the government plan.

Legitimate is the power that one has for their role or position. Social roles often dictate legitimate rights and responsibilities of individuals in relationships. A prerequisite for the legitimate power to be effective is that all parties agree on the rules in your relationship. Owner is of the main issues that have crazed human being; proper use of power is beneficial to society and of course its abuse causes social imbalances by mankind. The processes of Democratic in the exercise of power are granted by suffrage. This legislation and civic grants are due to the legality of power. Power is a freedom that everyone has and is free to exercise it or not. The simplest definition of power is Power to do or to abstain or to send something / authority / which are mandate. Thus a government exercises power, if you have the legality of the vote. However, at present we are legally constituted towards the governments, but no legitimacy for the exercise of power (Hurrell A., 2006, pp. 3).

Legitimacy is a key ingredient in power, is like a meal without salt, it does satisfy hunger but leaves a bad taste. The legitimacy contributes to exercise power without use of coercive force, because people believe in the individual voter, elected and helps the government plan that is presented by other citizens. But a government without legitimacy which only constitutes supporters vote since this election is one-party rule. It is therefore a government that tends to be totalitarian; it needs to impose coercive force to carry out its policies, regulations and government plans. The polarity party flourish and is strengthened in such governments, because the attitude of abstaining to vote is a clear indication that the winning party will continue to its affiliates for all other citizens (Richard A., 2010, pp. 63).

This simple analysis can fit perfectly in the case just last municipal elections in Nicaragua, in which the FSLN won the mayoral vote of its members and its biggest opponent was holding back, not the PLC. We must reflect how difficult it is for the FSLN rule not only to voters but to those who reject it outright, not by party but by legitimacy.
