The Disclosure of Possible Criminal Activity Bill 2012

To add sections within the English criminal law for the purpose of clarifying the consequences of police cover ups.

Permeable

WHEREAS the law provides that crimes whether common law offences or statutory in nature should be reprimanded and regulated by the law;

AND WHEREAS it is in the best public interest that certain aspects of the practice of law be regulated so as to ensure that every citizen has access to justice and is equally protected by the law.

BE IT ENACTED by the legislation of the country of United Kingdom

Definitions

In this Bill unless the context indicates otherwise:

'Cover up' means the act of hiding from the view or knowledge of the legislature and the general public or falsely representing the key events of a crime scene to make oneself look innocent. Similar to the 1989 Hillsborough disaster

'Evidence' any piece of materialistic, physical or knowledge that may be useful in helping the authorities formulate any conclusion and judgement regarding a crime scene

'Law enforcement' officials insuring obedience to the law which generally applies to the police force of the United Kingdom and Wales.

PART 1

Establishment of the Possible Criminal Activity Bill

The Possible Criminal Activity Bill is hereby established as a body of the parliament with full legal capacity.

The Activity Bill will be lead by a council established specifically for the purpose of ensuring law enforcement officials are abiding by the Possible Criminal Activity Bill.

The Council shall be financed by the legislature and annual fees payable by legal law enforcement officials.

The council must report all of its activities related to the country's law enforcement, the performance and its finances with the parliament If any suspicious activities are identified the parliament will be immediately notified.

The council has the legal authority to commence any investigation into a matter of possible concern.

Law enforcement superintendents are required to present a detailed report on their activities on a monthly basis.

Failure to comply with the council can have serious consequences, the legislature can chose to let go of any official based on this ground.

Constitution of Council

The council will consist of the following members to be selected where applicable and appointed by the legislature.

A Chairperson who is either a judge or a retired judge, or any individual of similar calibre, selected by the legislature in consultation with the Chief justice and members of the parliament.

Eight people selected from the people nominated by the parliament.

One executive director of the council

As soon as the council is formed under the Possible Criminal Activity Bill the executive Director who will be responsible for the administration of the council

Vacation of Office and filling of vacancies

If a member of the council must vacate his or her office

If he or she has failed to perform their duties according to the legislature,

If a member is absent from his duties with no prior consent for a period of 6 months.
