Introduction:

The Purpose of 'Facilitating Connections to Success and increase adoptions Act of 2008' is to amend parts B and E of title IV of the Social Security Act to connect and support relative caregivers, improve outcomes for children in foster care, provide for tribal foster care and adoption access, improve incentives for adoption, as well as for other purposes. In addition, despite the adoption of the new law and the issuance of the accompanying manuals, policy makers and advocates remain concerned that the elderly support young people and those who are out of date will encounter problems during the transition to adulthood.

In addition, little is known about youth in transition from foster care, although the new national database is likely to provide some insight into their results in several areas such as education, employment, and contact with social services and criminal justice.

Key provisions of the law

A new version of the plan for states and tribes provides kinship guardianship assistance payments in accordance with Section IV-E, on behalf of children who were in foster homes from which relative takes custody and guardianship (George 2003). It also expanded rights for Medicaid for children receiving kinship guardianship assistance payment

Permitted States to Section IV-E assistance, otherwise the right of young people remaining in care after the age of 18 years and young people, who at age 16 and older out foster care or kinship care or adoption, provided that they have not yet reached 19 years, 20, or 21, as the State may elect, at school, busy, busy in other activities aimed at removing barriers to work, or cannot do it because of documented medical condition.
