Dear President McKinley as you know, that the Philippine Islands consists of 1000 or 1200 islands, embracing 114,000 square miles, and extending over a large area of the Pacific and the China Sea, in the heart of the tropics. It is subject to, and frequently experiences, earthquakes and hurricanes.
