CHAPTER 1: INTRODUCTION
Information plays a special role in the development of civilization. Possession of information resources and their rational use create conditions for optimal management of society. In contrast, the distortion of information, the blocking of its receipt, the use of incorrect data leads to erroneous decisions.
One of the main factors ensuring the effectiveness of management of different spheres of public life is the correct use of information of various kinds. The rate of progress today, and even more so tomorrow is largely dependent on the state of affairs in the field of information and computing services the most important spheres of activity - science, engineering, production and management (Littler, 1991, 18).
Mastery of information has become a global problem, which is now hoping to solve through informatization. We are talking about forming a global infrastructure of electronic storage, processing and transmitting information. Leading role in this infrastructure owned information resources and information systems.
If the development of market information systems is doing relatively well, the information systems of government - this is a misunderstanding forgotten instrument to implement government support for reforming and improving governance. Information systems of government are now more "shoot from the cannon on computer paper sparrows.
Formation of Global IS
GIS contains in its structure the database and therefore can be applied and used as a specialized information system. This gives a basis for solving problems of information storage to include GIS information systems (i.e. systems of AIS storage media), although their function as an integrated system of GIS to a greater extent can be attributed to a class of data processing systems and management (SODE). As a modern information system GIS is designed not just to data processing, and to hold in many situations, expert assessments.
