Introduction

The implementation of a plan involves a step that most planners forget or mostly neglect: considering the obstacles and problems that might come attached with that plan. In the last module, a plan was proposed and presented. In this paper, the obstacles and issues that might arise during the implementation of that plan shall be considered and studied in depth.

Background

The Department of Veterans Affairs is run by government, which provides veteran benefit system. It is the second largest department in the United States. It employs 280,000 persons at its clinics, medical facilities, and offices and provides programs for veterans and their families. The Department is facing issues regarding assistance to Veterans and patients, retention of health care staff, resource allocation and its proper utilization. The last module discussed the plan for the resolution of these problems and identified that there is a shortage of skilled staff in the DVA. Additionally, it was suggested that the shortage of skilled people can be countered by increasing the pay grade of the workers and training them. It was decided that the department should focus on the programs concerning education, pension, life insurance, disability compensation, rehabilitation and medical benefits.

The obstacles that might affect the implementation of the plan proposed earlier have been divided into three main areas:
