Introduction

The term new world order has been used to refer to a new period of history thus pretending that there is evidence of dramatic changes in political ideologies and the balance of power. The first use of this expression appears in the document of President Wilson's Fourteen Point calling after the First World War to the creation of the League of Nations, predecessor of the United Nations. However, this paper would focus on the analysis of the facts presented by Charles McMillan in his study, “Looking Outward: A Conservative Canada in a New World Order” (Macklem, Patrick, 2001).

Author's thesis and argument

Closely inspecting Canada reveals that the government is democratic dictatorship. This is because most of the power lies with the Prime Minister. Besides this, the Prime Minister is also entitled to control spending as well as the budget of Canada. Moreover, the Prime Minister also holds the power of appointment which gives him much authority (McMillan, 2011). Therefore, it can be said that the Prime Minister is considered as the central figure in the government of Canada. This is the reason why he has a very strong position in Canada. There are basic and very powerful powers that have been given to the Prime Minister and these include the following.

Power of party leadership - This gives the Prime Minister the power of deciding about the next candidate for his party during elections. Moreover, he can also claim a mandate and this means that he can say that elected party to the government has been chosen by the people.

Power of appointment - This enables the Prime Minister to appoint any individual in any position.

Power of government organization - The Prime Minister has the power of creating or abolishing the parliament when the government is popular (Macklem, Patrick, 2001).

With reference to the values, Canada is socially democratic than conservative. This means that government intervention is supported and this is because the government ensures level of equity, fairness, and economic security (McMillan, 2011).
