Impact of New Public Management on Modernisation Agenda

Introduction

The New Public Management (NPM) is a set of management techniques & practices carefully drawn from the private sector and are seen as an increasingly worldwide phenomenon. NPM reforms shift the emphasis from traditional public administration to the new and reformed methods of public administration. Basic principle of this agenda comprise of several categories of decentralizing management techniques which is controlled by public services such as the formation of autonomous institutions, the transfer of financial control and budgets, provision of public services and business markets, & competing with market-type instrument and rising importance on performance output as well as customer orientation. (Hood 1995, Pg # 165-83)

NPM reforms are found to be motivated by a mix of economic, social, political & technological factors. In most of the countries NPM need was felt after experiencing the economic & financial crisis that started a search for efficiency & ways to reduce the cost of delivery of municipal services. (Hood 1991, 3-19)

Other driving force behind NPM-type reforms include the dominance of neo-liberal ideas since in the late 1970's, the development of information technologies, as well as the growth & use of international management consultants as advisers on reforms. Additional factors in the case of third world countries include lending conditions & greater emphasis on nice governance (Apter, 1965, 26-28).

NPM Relation to Modernisation

NPM and Modernisation are quite closely connected as the later gets hard to achieve without the proper implementation of former. The debate is being carried out for a long time now but some clauses are still disputable. Policy analysts may see the term as small pieces of political rhetoric question but this does not really matter. It would be unwise approach, for more although the political language does not create categories approved for research taxonomy, the political lexicon is very seldom just empty. Rhetoric directs attention to certain issues to the detriment of others by providing a way to which the speaker & the audience create a sense of what is currently being carried out or taken in rhetoric. In addition, the rhetoric is often a strategy to further adoption of particular methods of classification policy & organizational performance either to accept or even generate certain interests. (Osborne 2001, 114-147)

That is why Rhetoric in the heart of the production of political & institutional motivations, establishing trust with key organizations, which allows collaboration, & defining the boundaries. This is an abstract term, devoid of the picturesque Metaphor, meaning fragrant for intellectuals, but not very brightest expression in popular speech. (Newman, 2002, 187-188)
