Hurricane Katrina overwhelmed New Orleans, leaving hundreds of thousands devoid of homes and dispersing inhabitant's crossways the country. The storm also exposed historic tensions of race and class, and it produced deep mistrust of public officials and institutions. Rebuilding the city has been, and will continue to be, a task of enormous proportions(Warner, 2007).
