Introduction

Accountability, the idea of holding schools, districts, teachers, students and be responsible for the results, became the most recent theme in the field of education. More states and districts, policies are moving towards achieving awards and penalties for failure in school, in an effort to ensure that children receive a good education, and that tax dollars are not wasted. In the strive for accountability has grown from a common understanding that the States have traditionally followed the "contribution" to public education, such as the number of books in the school library or the number of computers in the classroom, but too little attention is paid to work. In the 1980's, the governor suggested the country would be "horse trading": The State will provide greater flexibility in how schools operate, as well as more money for schools, teachers, if you agree to undertake greater responsibility for student achievement.
