Paris a European cultural center of excellence had the privilege of becoming the capital of cinema when the Lumiere brothers Louis and Auguste decided to offer the first public screenings of a motion picture. The innovation of cinema was planned over time throughout the world. At the beginning of cinema French film industry was considered as one of the largest industry in the world. However, world wars and new technological innovation in the film industry shifted the focus of film industry from France to US. There is no doubt that Auguste and Louis Lumière brothers were among the early pioneers of cinema who had taken recognizable stronger steps in the development of first motion picture. On the other hand, there are also few photographers who managed to develop some of the mechanical processes that emerged in the last decade of nineteenth century. After several experiments and tests of storing images for the purpose of creating motion picture on December 28, 1895 Lumiere brothers managed to create a motion picture and offer the first motion pictures to a small group people on the premises of Paris's Boulevard des Capucines near the Paris Opera Garnier. The movies were the output of the efforts of Lumière brother, whereas, this new creation (i.e. motion picture) had surprised its viewers, on the other hand creation of motion picture at France makes the country birthplace of cinema or motion pictures. After this first step of motion picture discovered by Lumière brothers whom they considered as a short-lived business was gradually transcended to other countries and started to grow without any sort of limits. Movies like The Sprinkler Irrigated (1895) and Arrival of the Train (1896) were seen around the world and surprised all who came to the barracks to watch the film. The magician and illusionist Georges Melies, who by then was working at the scene of Robert Houdin Paris decided to enter in the world of cinema and by combining his skills of acting and direction he produced a film Lady Went Sleight (1896) a film with plenty of tricks that led to design a new dimension of entertainment. The creative progress led to a Meter Moon (1898), film with a different narrative construction, based on various levels something unusual in those years, but with clear references of theater.
French cinema of that time apart from disasters like the fire in the Paris Charity Bazaar increases the difficulties in expansion of this international business in France. The factors which also limit the expansion of film industry at Franc is lack of controlled distribution, because at that time literally copied European and American films made each other and traded without any scruple.
