CHAPTER 1: INTRODUCTION
Background of the study
In the past decades numerous research articles have been published regarding the autocratic leadership (Bennis, 2003). There are numerous studies that show the autocratic leadership theory and their emergence. In United States and many other regions globally the emergence of the autocratic leadership has been followed and implemented. Very first debate has been arrived when the corporate world wanted to revise their autocratic leadership. Apart from the corporate world the health sector is also implementing and concentrating on the autocratic leadership (Eaton, 2002 ). They are studying and implementing the autocratic leadership to see the correlation that exists between the nurses' jobs and their relationship type with the managers of nurses.
It is very easy to describe about the effective minister, but it is very difficult for the industry to implement and find the ways for implementing the autocratic leadership. In the below table the ministerial virtues have been described.
Set Clear objectives

Things must prioritize and categorize accordingly
Listen to others
Have strong learning capabilities and must learn from past experience.

Under pressure, maintain good relationships
Well aware that how to motivate civil servants, minister and to use the department

In this study the effectiveness of ministries would be analyzed. There are many civil servants and other politicians who are not at all happy with the process of preparing the new ministers. The ministers are not more aware about their in depth responsibilities and this may cause them to perform their responsibilities in the most ineffective way.
The effective pastor must be assessed not only around congregation and financial growth, but also in relationship to how the parishioners understand the nature of God and how He works in the lives of humans (Eaton, 2002 ). In one survey in which more than 2400 Protestant pastors were interviewed, less than 2% of senior pastors felt they were providing a below average job of leading their congregations. Ministers who believed they were leaders defended it based on their skills in teaching and encouraging people. However, those pastors who saw themselves as leaders ranked themselves low on attributes such as “mobilizing people to pursue a vision,” building up substantial resources toward that pursuit, and providing “clear direction based on the nature of the vision” (Coutu, 2002 ).
