As of 2010, Medicare helps pay medical expense for 47 million people thirty-nine million people age sixty-five and over and 8 million persons with permanent disabilities. Thanks to Medicare, seniors are the one segment of the population for which health coverage is virtually universal. Medicare has substantially reduced exposure to the risk of very large out-of-pocket medical costs among its beneficiaries. It has also dramatically improved their access to medical care.
