The Mayor would have been given a membership and gifts due to the contracts he provided to certain people. The reason might be self-interest, greeting or a note of thanks. The actions represent a greater good if the intentions were to greet the Mayor, whereas the offerings from the organizations reflected self-interest.

The organizations would benefit from this act, but it does not ethically justify decisions and actions. There is no justification for the Mayor accepting these gifts from such organizations, but the other aspect can be justified. In a general context, people consider it a bribe. Being ...
