Abstract
The study will try to explore modes of health care delivery systems and its support to the healthcare need of vulnerable patients. The paper proposes “Healthcare Legislative Bill” in a holistic context. The main focus of the research is on modes of health care deliver and its relation with “Healthcare of vulnerable Patients”. The research also analyzes many aspects of the Bill and tries to gauge its effect on vulnerable patients.

Introduction
The concept of vulnerable patient born in the recent evolution of French law it was created to better protect those most vulnerable to abuse in our society: sexual assault (very often), or entities ( harassment , fraud , abuse confidence , etc) from their fellow citizens. Frequently, these attacks are tainted with racism, sexism, and homophobia. Vulnerable patients require consistent environment and routine, to help work with their limited capacities; The hospital should avoid redirecting the patient more than once in every encounter with him, to avoid the frustration that can result in the inability to remember; Allow the patient to normal behaviours such as wandering and hoarding of objects whenever they are performed in a safe environment.

The health enterprise is one of the most important parts of the United States health institution in the United States. A nation cannot be strong or wealthy and the citizens cannot live a fully productive life without good health. (Hector, 1982).
