Over the years a number of steps have been taken (based within large portion onto the European Convention) that greatly contributed towards improved international co-ordination, co-operation and exchange of information. In spite of that, large differences exist between different countries as towards the particular implementation of arrangements. E.g. alone three countries have a national "football intelligence" centre onto a permanent basis. The Handbook developed via the European Union powers prove useful towards countries of the Council of Europe as well. (Ovey, 1992 2)
