Introduction
The field of Human Resources Management (HRM) is based on an elementary principle: 'The right person at the right time for the right job'. Human Resources Management is therefore trying to optimize business processes. A human Resource Department of an organization tries to recruit best possible employees that play an important role in running processes of the organization. In order to perform all the function of HRM effectively, managers and directors of organizations must have adequate knowledge of legal, social, cultural and political issues related of functions of Human Resource management because consequences of these issue can be adverse for the organizations profit and reputation of the organizations in the long term. Thus, a Human Resource manager and director should have a sound knowledge of legal, social, cultural and political issues and its consequences. Although the Human Resource Management concepts of public and private sector are the same, but their practices vary slightly as the public sector involves increase the number of legal issues that the HR personnel need to take into considerations. This paper discusses the legal issues in the human resource management for public school districts that are faced by a HR Director of Public School.
Aim/ Purpose
The purpose of this research is to let management or Directors of public school districts about legal issues affecting functions of human resource and overall school management and reputation. This paper will help experienced and new directors of school districts in finding a way to deal/resolve legal concerns affecting human resource functioning like Recruitment of staff, Selection and Placement, Performance Evaluation, Compensation process, Due Process, Employment discrimination (sexual harassment), Adverse Employment Decisions (dismissal, suspension, involuntary transfers, reassignments, demotions), and Reduction in the Work Force.
Human Resources Management in Public Schools
HRM is an important part of public school administration yet managing human enterprise is complex because everyone human is different and unique not only in composition but in character, personality, and interpersonal relationship. Thus, it is not easy for human resource director to manage these differences. Its management requires particular skills and approaches. In past years, the concept of Human Resource management in the Public sector was not clear, but today effective public schools have formal human resource departments. The human resource department of public school helps in delivering valued and skilled workforce to school that helps in achieving mutual objective to the school (Musaazi, 2002). Human resource department of a public school have recognized the importance of people and school and play an crucial role in raising achievement of both people and school. HR department in public schools is not only responsible for the planning and employment of personnel, but also for resolving problems and concerns of the employees and for the payment of salaries and compensation of employees.
