CHAPTER 1: INTRODUCTION

The field of project management provides the solutions of management in order to improve project efficiency of EPC projects, EPC stands for Engineering, Procurement, and Construction. The utilization of project management services has been increased the industry of construction, all across the world. Many organizations have invested large number of efforts into project management consultants, in order to employ the project management approach. Few project management consultancies in U.S have achieved an effective way of project completion, whereas others have not been capable of integrating project management into successful level of project. In this chapter, we will give the brief overview of project, overview of EPC project, roles of project management consultancy, ways to measure the effectiveness of project management consultants.

Even though the roles of project management consultants can be comparable to some in-house team for project management, which perform mainly by any lead engineer or architect of the project, still there are some main differences. First is that project management consultant is mainly engaged in complex and large projects that requires different administrative expertise and technical skills for managing huge number of contractors, which are mainly not available for in-house team of project management.

Second difference is that, a project management consultant is mainly appointed on the basis of project, and its appointment is basically ended at the time of project completion. The third and the major difference is that a project management consultant just performs the services of project management consultancy and does not perform any construction or design work with its team members. It is mainly suggested that engaging project management consultant is helpful as it provided proper leadership for the project, reduce internal disputes and conflicts, and provide non-vested concern advices.

The main concern is that whether the services provided by project management consultant is guaranteeing that projects are executed in accordance with the budget or cheaper than the budget, meet the needs of client and are of high quality or not. Therefore, this research will be conducted to investigate the effectiveness of the services that are provided by the project management consultants in U.S, and how the clients should measure the effectiveness of project management consultants. In addition to this, the research will also cover the satisfaction level of clients, which is the effectiveness of services that project management consultants provide in the U.S construction industry.

While projects time and cost overruns are common cross all borders, they are very severe in developing countries. Therefore, U.S companies, similar to other companies in the Middle East, employ the services of experienced PMCs with proven track record to manage the execution of large projects. Nevertheless, only few projects are getting delivered in time and within the budget. The conceived failure of these projects has, justly or unjustly, led to question the value and effectiveness of PMCs and the services they provide.
