Irish Defence Forces Implementation in CAR, Chad (Africa)
Introduction
Keeping in view the current political unrest in Chad, the United Nation has undertaken a modern multidimensional mission which involves the cooperation of the countries to ensure peace keeping in CHAD/Car. There is an institution named EUFOR comprising of the European members who aim to fight the oppressors in the politically troubled nations including Sudan and Chad. As part of this EUFOR agreement, the Irish army is deployed to safeguard the peacemaking efforts. In 2005, new rebel groups emerged in western Sudan. They carried out attacks in eastern Chad. Despite signing peace agreements in December 2006 and October 2007, lack of rule of law and political instability prevailed across the country. The extreme political repression in Chad is part of the backdrop of serious restrictions on freedom of expression. The defenders are subject to threats, harassment, stigmatization, physical attacks, arbitrary arrests, prosecutions and ill-treatment and torture while in detention. After the rebels retreated from the capital defenders, the civilians suffered a wave of threats attacks and arrests. This resulted in several defenders leaving the country or hiding to avoid further attacks by security forces. The journalists, who oppose government policies, including the enrolment of children into the army were charged with defamation and incitement to hatred (UN, 2007). Lawyers who assist victims of human rights violations and fighting impunity received serious threats and were called "traitors." The army and security forces systematically repressed and prohibited protests and demonstrations. This paper discusses the contribution of the multidimensional peacekeeping operations, deployment of Irish army in Chad and the logistical difficulties faced by them.
Modern Multi-Dimensional Mission
Peacekeeping missions or policies of Nations United are displaced in situations of elevated instability (persistent conflict and widespread lack of a credible peace process). The OCHA (Office for the Coordination of Humanitarian Affairs) will remain entirely separate from the structure of the mission to preserve the independence and neutrality of its humanitarian work. Examples include UNAMID in Darfur, Sudan, MINURCAT in Chad / CAR northeast and UNPOS in Somalia, where the RC / HC and OCHA are kept structurally separated missions (Seibert, 2007). The purpose of a modern multi dimensional mission is to continue collaborating with the African Union and regional stake holders of the process of improving the security in Sudan and the Central African Republic. Keeping in view the political unrest in Chad, the secretary agent unveiled plans for United Nations presence in the troubled regions and built a strong joint for the dispute where about 250,000 people have died, and millions have been driven from their homes during years of fighting between the government backed forces and ...
