Background

Currently, the legislation for Englandn Universities includes the requirement that all Universities, as part of their charter, conduct research.

Although it is not a legislative requirement to do so, there has over recent years been a push by the Federal Government to encourage Universities to place greater emphasis on commercialisation of research, primarily as a requirement of research funding (e.g. ARC). Indeed it is possible that the Englandn Government may follow moves in many overseas Universities to make commercialisation of research a legislative imperative, or to at least provide a “reward” mechanism for those who successfully commercialise their research.

Alatest Allen conferring assembly Report in August 2004 (“Building Effective schemes for the Commercialisation of University Research”) characterised commercialisation as pursues:-

“Commercialisation of study outcomes is the alteration of information and inventions into goods and services for the market.”

Importantly, under this definition, the focus on commercialisation is on the uptake and application of the study, not just exclusively for economic return. Thus productive commercialisation encompasses productive elongation activities.

Commercialisation of IP for financial come back perhaps accomplished through selling of IP, authorising of IP, or through spin-off companies.

Despite the rhetoric, commercialisation of IP will not conceive massive economic returns. The “gold standards” such as Harvard, MIT, and Stanford generate a maximum of 3% of their income from royalties, while the average for Englandn Universities is less than 0.2%!

Nevertheless, given the likelihood that commercialisation of research is likely to become an important Performance Indicator for Englandn Universities in the near future, it behoves any University to take commercialisation of research seriously.

University

University is a new, somewhat little, regional University.

It was established as an unaligned University in 1994. At that time its total study & study teaching income was less then $1million, but by 2004 had come to $14million.

It currently has an Operating Grant of less than $100million, making it one of the smallest Universities in England.

It is established in North to the east NSW, with a major campus in Lismore and lesser new campuses at Coffs Harbour and Tweed Heads.

Research at University

University has aimed at its research to be “regionally relevant, globally important.”

It has two areas of research that can claim to be internationally significant - Natural Plant Products and Environmental Science.

Research teaching is restricted to 9 Designated localities of Research power.

Despite its age, dimensions and regionality, its research and research teaching presentation overall are well ahead of the mean for the “New lifetime Universities”.

Its study and study teaching activities are very outcomes-focused.

It is therefore appropriate that University takes seriously the commercialisation of its research.

An imperative to commercialise its IP leads to stress due to the little dimensions and relation newness of the University.

As a relatively new University with limited resources, the reality is that University has not had the luxury of internal funds to generate its own IP.
