Interview with a correctional administrator

Introduction

Lt. Colonel Rick Frey has been a law enforcement professional for over three decades. He began his career at the Broward Sherriff's Office in the Department of Law Enforcement in October 1978. Frey was chosen as the recipient of the American Jail Association (AJA) Correctional Administrator of the Year Jail Award in 2008. He was presented with this award because of the several programs and initiatives that he implemented in BSO's Department of Detention. These include programs that enhance the job of jail personnel, implementation of efficient inmate programs, promotion of staff training, and promotion of the professional image of the DOD and its staff. He is also recognized for his management skills and the active ability to tackle day to day jail issues. He has also been an instructor for the Southern Police Institute, the Executive Leadership Academy, the Police and Corrections Academy, the Florida Sheriff's Association and the National Sheriff's Association. “Rick is an outstanding corrections professional,” said Colonel James Wimberly, BSO's Executive Director of the Department of Detention and Community Control Division. In the award letter to Sheriff Al Lamberti, NCCHC President Edward Harrison reported “The accreditation surveyors and committee were particularly impressed with how well your staff consistently demonstrated excellence in health services delivery, correctional health care professionalism, and a commitment to continuity of services (Harrison, 2009) (Wimberly, 2008) (Wimberly, 2008).

“It is hard to tell your security staff from your Armor staff. The teamwork here really stands out (Teel, 2008) (Wimberly, 2008) (Wimberly, 2008).”
