Introduction

Poverty remains a major obstacle to meeting the basic needs and harnesses the full potential of many Kenyans, particularly women and children. It is estimated that the population living in absolute poverty in 2009 was 45.9%, mainly due to the expected negative impact of post-election violence erupted in the country in early 2008 and the global crisis.

In the past two decades, Kenya's economy has been characterized by stagnant economic growth. Between 1997 and 2002, grew at an average annual rate of just 1.5% below the population growth estimated at 2.5% annually, with a consequent drop in income per capita. Currently, approximately 56% of Kenyans live below the international poverty line, i.e. less than $ 1 a day. However, the economy has experienced some modest progress in certain sectors because of the development changes made by international communities that changed the political and economical situation of the urban communities.

Discussion

Due to the over population in urban areas, the situation in developing and transitional economies is alarming and needs serious attention of the higher authorities. A recent lesson of the International Institute of Development Environment (IIED) in association with the United Nations Population Fund (UNFPA) warned that tens of billions of people in emerging economies like Kenya still in the biggest blow. Most of the people in such economies are living below the average line of poverty. The majority of the people in such countries are living in deprived lodging and the environment associated ailments such as cholera and other disease. The head of the country do not have immediate plans to cope with urbanization. Therefore, the international communities have rights based on the development of the economy towards the betterment of poor countries such as Kenya.

The paper reviews ways to use and manage the land for promote the availability of decent housing and support urban development on the African continent in rapidly urbanizing. It describes the key issues and challenges facing urban areas also analyze the opportunities and measures to overcome these issues. The present framework on land is designed as a support tool for a more efficient application of Kenya to promote economic and social conditions of people with partner countries and to facilitate their participation in the process.

International communities are not considered part of the laws of Kenya and can not be directly applied by the courts, tribunals or administrative bodies in the absence of national legislation to regulate its provisions at the domestic level.
