Abstract

The law enforcing bodies of any government are responsible for maintaining law and order situation within the country. When the law and order situation is established well, trust between the people and government is created. Any delinquency in the country is control and monitored by the internal affair department. The department of internal affairs assures the police address and resolves the prevailing issue. Veracity of the police department will hold the responsibility of sustaining this trust between the people and its government. Internal affairs department works for all size and type of agencies. All the issues prevailing from the complaint to the final decisions are performed and look after by the internal affair department in a very transparent form. Thus, the internal affair department serves as a continuum for building trust, enforcing law and order and amalgamation between the people of the country and its government .

The department of internal affair began its life in New Zealand as the Colonial Secretary office. Lieutenant Willoughby Shortland was the first person to be appointed as Colonial Secretary. Captain William Hobson escorted Lieutenant Willoughby in 1839 during the trip from London to Sydney. Captain William helped Willoughby in Sydney during the recruitment of staff for administration in New Zealand's Islands. After Hobson death in 1842, lieutenant became the right hand man of the governor for approximately fifteen months. Initially the colonial secretary office worked as an administrative power and for bureaucratic authority a source of constitution. With time, the government grew , and separate departments were formed. These departments of administration were given their right of supremacy to carry out their designated responsibilities. The department of defense, department of the justice, department of land and agriculture and of conservative & cultural affair was developed (Bassett, 2005, p.7).
