On September 21, 2008, a new self service, rental public bike system was introduced in Montréal Canada, by the city's parking authority, The Société en commandite Stationnement de Montréal (Stationnement de Montréal), a public body, for improving the transportation system in the city. The new bike system was inspired by similar concepts operating in various European countries, particularly the Velib' program in Paris. As part of the test launch, only 40 bikes were introduced in four separate places in the city. In the last cited part of 2007, the town of Montréal, as part of its transport design called 'Reinventing Montréal', liked to set up a comprehensive public biking scheme alike to that in numerous European countries. This was an try to evolve public transit and advance the general mobility in the town, in holding with sustainable development principles.

The scheme they came out with, called BIXI, comprised of mechanical stages, two wheeler docks, two wheelers, yield positions, and backroom software. Being made from recyclable aluminum, the two wheelers were lightweight and natural environment friendly. The whole scheme was solar driven and modular, and therefore required no enduring bolting to the sites. So the dock positions could be taken and moved from one location to another, as necessary. Another differentiating characteristic of the Bixi two wheeler scheme was that it was Radio Frequency Identification (RFID) enabled. The whole program was modeled to be self maintaining mainly through client charges and members and through some support from business sponsorship - very distinct from the advocating revenues-based forms taken up by numerous of the living public two wheeler schemes round the world.
