Introduction

Incarceration is not only a social and political issue, however it has become a public health problem since many people jailed each year. The United States spends forty-nine billions of dollars each year to accommodate the 6.6% of the adult population expect to become incarcerate at some point in their lives. Twenty years ago, the annual budget for prisons was only 11 million. The U.S. surge in the country has held the nation with the highest percentage of people incarcerated in the world, even larger than China, a nation more populous than America. The mass incarceration not only leads to less funds that dedicated to education, but also can lead to dangerous health problems such as high infant mortality rate.

It is a fact that centuries between 1920 and 1975, the federal and state population in prison was about .10 of 1% of the total population. Mary Patillo states, “the rate of incarnation led to increase ion every single year, which has been a concern”, as by 2001, 0.69% of the population was in jail or found in prison. In 2000, U.S. prisons were 791 600 blacks, while in colleges and universities were trained only 603 032 African-American.

Infant humanity is one of the majority significant indicators of well being of a country, as it linked with a diversity of factors at the nationwide and the birth rate, superiority and access to health care, the socioeconomic conditions and health practices public. The rate of death among newborns in the United States is 7 per 1,000, far exceeding the rate of other developed nations with a similar and greater disparity between whites and blacks than other nations.. The rate of infant mortality in the United States is attracting a significant concern, as it has not declined significantly since 2005. This is the first period in which there has been a decline since the early 50's. The mass incarceration not only promotes inequality among African Americans, but also decreases the chances that a child survives its first year of life (Western, 2009).

Considering the U.S population, incarnation is disproportionate in percentage among minorities. According to Patillo, “African American have larger proportion rate in prisons as compared to the white Americans. This analysis was based on the stats of 2004, which shows that 1 percent of population was incarnated, in which 10 percent were the black man in prison. The prison and jail incarceration rate of young black men who have dropped out of high school exceeds 30 percent. Another research suggest that among young people 30 percent of African-American man prisoners were mostly college students who were not given much opportunity in relation to their education.
