CHAPTER 02: LITERATURE REVIEW
Introduction to the Chapter
The topic of my dissertation is “how can government of Libya support tourism after war crises”, so in this chapter we review relevant literature which provides foundation for the researcher to explore the topic, and help in the discussion and conclusion. In this chapter we discuss the concept of dark tourism, disaster recovery Strategies, development of tourism in Sri Lanka after the civil war, crisis management in tourism, vulnerability of the tourism crisis, crisis management and previous indicators.
Disaster Recovery Strategies
It is important to review disaster recovery strategies in this section, because Libya's current situation, is very bad after the war against previous government, and Libya will have recover from these circumstances. As the first step toward recovery is admitting the issue that you have a problem, the first step in planning is to admit that the organization or country faces tangible threats that could endanger its prosperity (Aronoff, 2002). According to Dynes (2005), the nature of the business or economy and its physical and social environment influence the types of threats that an organization can face. Once you make the list of threats, Dynes suggest that you should categorize them according to their likely impact on various systems. The cost of the response must be balanced with tolerance for downtime - the less is the decay time can be tolerated, will cost more to create an appropriate response. Once organizations or government have shaped infrastructure, the next step is to develop an accurate evaluation system. This allows the leadership to understand the resources and processes to be protected. There are several management tools available to help, to develop and update resources.
Dynes, (2001) observed that derived from the contingency policies, details of the plan outlines the roles consistency and responsibilities of departments and individuals to maintain technology systems available and the procedures for restoring IT systems during an emergency.
