The general historical context for the emergence of the 'profession' of housing management lies in the efforts of the mid- and late-Victorian state to infiltrate, gain intelligence upon, moralise and discipline the emergent working class. The purpose of these efforts was to secure the social reproduction of its labour power in ways compatible with both local and national capitalist labour relations. And, further, they were aimed at ensuring that social reproduction was informed by the correct attitudes as far as both domestic and waged labour were concerned.
