Health Information Exchange (HIE)

Introduction

The healthcare system of America is considered as the most effective and advanced in the world, it is also under constant development. There is a main emphasis on the basis of quality which at time makes it difficult for the customers to keep up with the prices and choices related to quality of services. To maintain the quality aspect and respect the price budget of customers America spends a greater per capita on the health care as compared to any other developed country. The result obtained from the maintenance of quality and services is not as expected it is either lower or equal in terms of access to these services and outcome of healthcare.

Discussion

History

During the year late 90s and early 2000s, there are a multiple failure witnessed in attempts to reform the national healthcare process. There were a lot of concerns raised because of the anthrax attack by the situation of 9/11 (Brown, S. H., Linda F. F., Gail G., et al., 2007). To improve the condition of providing real time surveillance against terrorism and arising potential proactive health related emergencies such as West Nile Virus, Avian flu, and SARS. There were bug authoritative measures taken by President George Bush with minimum funding, a set up was created of the office National Coordinator of Health Information Technology (ONCHIT). The first HIE project was the Santa Barbara County Health Data Exchange (SBCHDE), it was a step that finalized the long existing demand of patients and administration of the advanced growth and development of health information technology (HIT) which led to reduce in the prices of healthcare and improve in the quality of services. There were a lot methods adopted by Dr. David Brailer (a physician & CEO of CareScience Inc.) to accelerate the process of HIE adoption for effective and efficient National Health Information Network (NHIN) (Brown, S. H., Linda F. F., Gail G., et al.,2007).

In the year 2005, specifically a fore sighting committee was formed with the name of American Health Information Community (AHIC) by the Department of Health and Human Services (HHS). There were three contracts awarded of 17.5 million dollars to the private and public groups

The American National Standards Institute (ANSI) sponsored Healthcare Information Technology Standards Panel (HITSP) to create and evaluate a unified process for maintaining a useful and widely acceptable set of standard for the health IT; this will support the application and healthcare software's interoperability especially of Electronic Health Records (EHRs).

To certify the EHR and components of network infrastructure, the Certification Commission for Health Information Technology (CCHIT) was assigned to create a criterion was required to evaluate the process which would assist them in interoperating.
