Introduction

Today, perceptions play a key role in the positioning and image of persons and organizations. And isolated actions are not enough to communicate with society but requires a more global and inclusive strategy that allows to form a solid communication project supported by the Information, Advertising, Marketing, Public Relations, Branding and Advertising. Therefore, it is important to have tools, such as public relations, allowing the integration of strategies and action plans for the benefit of the above elements. Public relations are an important tool, as well as they can be used for any industry or sector, have the advantage of personalization and direct messages to each of their target audiences, and thus achieve a more focused dissemination, and hence more efficient communication. And the government sector is no exception. In government, public relations are geared primarily to provide information on internal and external public sector projects and achievements or the activities of the Executive and principal officials. In summary we can say that public relations are a cornerstone in the success of government projects through a society communicates effectively the actions and successes of governments. Often governments are active without really identify what are your plans and programs with high impact. The successes tend to blur in the density of the activity of the government for lack of a sense of political expediency. In government, the public relations function is mainly oriented to provide information on internal and external public sector projects and achievements or the activities of the president and his principal officers (Dilenschneider, 1996).

Purpose of Public Relations in Government sector

Public Relations in the government sector are born with a triple foundation: To inform the public, and integrate persuade people to one another. In the same way and extending these elements, seeking to preserve and enhance the confidence, support and approval by the population to acts done by the government, contribute to improved management to achieve maximum competition and efficiency, develop a vast and well-targeted external communications program, designed to provide efficient and timely information to citizens, contributing to the implementation of a number of measures highly important as they give the true shape of public administration in the eyes of the citizenship. It is important to consider that if the government does not keep well and timely informed the public about their actions, nor the government more effectively achieves collective support and it could have negative effects. Good public relations with citizens are achieved with strategies, techniques, programs and plans properly structured and implemented properly. If government acts and regulations are not geared to benefit the majority, it is impossible to persuade the citizens that should support and approve the conduct of government. It should also be alert to promote and develop the delivery of efficiency in public administration (Coombs, 2007).
