Introduction

Cities and Global Climate Change examines the role of cities and city networks in implementing climate change policies. The authors believe the discussion on the process of global environmental governance has been dominated by a hierarchical approach that gives primacy to the role of national governments as instigators and managers of policy. Instead, the process may be better understood as a system of multilevel governance in which numerous government and nongovernmental organizations working at a variety of scales, often across national boundaries, participate (www.cna.org). Moreover, these organizations may pursue policies that are at variance with those adopted at a national level. Cities examines the role of municipalities in implementing climate change policies, primarily in the energy arena, and the support provided by an international city network that shares information on municipal practices among its members.

In this paper we will be discussion and critically assessing the statement, “Cities are key in the global governance of climate change”. This will also be assessed with reference to a particular city. The city for which we will be referring is Emilia-Romagna. Actually we will discuss the contribution of a European network of metropolitan regions to tackle climate change.

Cities represent a challenge and an opportunity for climate change policy. City governments and urban stakeholders will therefore be essential. This paper presents a framework for multilevel governance, showing that advancing governance of climate change across all levels of government and relevant stakeholders and to a particular city that is chosen as Emilia Romagna. Urban modelling has a history as old as 50 years. The essay will therefore highlight some of the history in order to demonstrate the main objective of its significant contribution to the research that has shown the impacts of it on the climatic changes in different cities. Weaver (1948, 1958) has demonstrated the idea of complexity in relation to urban modelling. The concept was based on the characterization of problems - or systems - in the 1950s. He has simply focused and argued over the different kinds of systems as simple, of disorganized complexity or of organized complexity.
