Introduction

Development of social welfare measures that seek to play in improving the quality of life of women through various trainings and information campaigns, that will close the gaps of inequality of opportunity between men and women. These programs aim to provide equal opportunity to the women of the country. Equal opportunity in indicators expressed as:

Arrays of social mobility, which contain the conditional probabilities that an individual is within particular social class or occupational group membership according to parent.

Inequality results in equal opportunities in indicators expressed as:

Inequality between the average wages of women compared to men despite being equal before the law, charge the same for the same work and have a prevalence equal respect to social class.

Equality of opportunity and equality of results are two alternative positions to organize fairly a society. Both concepts are closely related to the concept of negative liberty and positive liberty. There is also a correlation in the preference for one or the other as the end of the political spectrum.

The legal and political implications of this dichotomy are related to the role of government. Traditionally it has been thought that equality of opportunity is not achieved by government intervention in the distribution (its role being reduced to ensure the "negative freedom", freedom of expression, religious freedom, guarantees for private property, etc.) while equality of outcome requires government intervention through the creation of welfare programs for poor and the introduction of progressive taxation.

Discussion

Every Woman Matters is a federally funded program for scans against cervical cancer and breast, cardiovascular examinations and diabetes. The program provides scanning services for women without medical services between 40 and 64 years of age. The funding agency is the Center for Disease Control and Prevention of USA. Nebraska receives about $ 3 million annually to promote explorations and diagnostic tests, public and professional education, monitoring, and evaluation and to ensure quality. In 1992, the State of Nebraska was one of the first 12 participating states. Today, 50 states, nine tribal organizations, and several U.S. territories participating exploration program on cervical cancer and breast. The state of Nebraska is the only one of the 12 states that provides a cardiovascular examinations program and diabetes. In September 2005, Nebraska was one of five programs that were awarded funds to provide scans against colorectal cancer (Blank, 2001).

Nebraska has services or state coverage. Approximately 775 clinics, hospitals, centers / groups' mammography / radiology, and laboratory tests were performed for Every Woman Matters program. All counties in Nebraska are working with community partners to promote availability of Every Woman Matters, listed eligible clients and implement activities health education in local communities. Additionally, members of the help communities reduce barriers for customers, while helping access the health service they require. All service providers have contracted Nebraska of the Administrative Cases to reduce barriers and help clients to access health services need and deserve.
