Introduction

If individuals can't recognise victims of public corruption misdeeds, then they will not develop empathy feelings. If empathy sentiments are not developed, persons will not see public corruption as a misdeed or even as an incorrect action. When a casualty is not recognised and seen, there is no cause for considering that damage is being inflicted. If it is considered that committing a public corruption misdeed entails injuring something -public budget- and not someone, then public corruption will not be seen as a crime (Sherman, 1985).

Ethics in Criminal Justice

Normative ethics is basic to ethical conclusion producing in the lawless individual fairness system. A centered idea in normative ethics is that one's perform should take into account lesson issues; that is, one should proceed ethically, utilizing cause to conclude the correct way of carrying out oneself. Essentially, ethics, in prescribing certain measures of perform, devotes us a way of producing alternatives in positions where we are hesitant about how to act (Jones et al, 1994). Others contend that one set of ethical measures concerns over all societies, and persons have a responsibility to manage what is “known to be right”; that is, they contend supportive ethical absolutism (Criminal Justice Commisssion, 1997).
