Introduction

Ethics exists in a multitude of formats from the philosophical and abstract to the realm of applied contexts defined by ethical codes. Psychology fulfills an ideological function, which bases its prominent place among the sciences that define the ideological position of the man. Besides the importance of psychology as a basis for the theory of knowledge, we note the significant role it has in the formation of values, feelings, beliefs and a scientific worldview and its role in the formation and development of character, abilities and personality in general. However, the field of professional counseling should be based on ethical principles. The researcher must follow the ethical guidelines to ensure the privacy of the patient or participants.

As per the HIPAA (1996) Privacy, Security, and HITECH (2009) breach notice requirements, the patients must be notified about this data theft immediately and no later than 60 days after the breach was discovered. In the case of violation of patients' personal data, actions can be taken against the hospital or the researcher. As per the act, the arrest of the person is abundant for violating the Health Insurance Portability and Accountability Act (HIPAA) and wrongfully obtaining individually identifiable health information from the hospital. The hospital management should hold workshops and seminars to spread awareness about the HIPAA and HITECH rules and requirements (Ferguson, 2006).

The privacy and protection of the patient data and records is an ethical issue. The purpose of the Privacy Rule is to preserve the confidentiality in the use and admission of PHI by covered entities.
