Introduction

Consciousness is the highest form of reflection of social being. It is a prerequisite and a regulator of human behavior. All subjective and objective factors converge in the mind, which gives differentiates between lawful and unlawful behavior, and partly criminal behavior. It feels a certain influence of material and other conditions of society, including law. Consciousness arises in the normal course of business and is manifested in it. Therefore, it is an essential element of regulatory, enforcement activities. Ethical behavior is part of the professional consciousness of law enforcement personnel (El-Ayouty, 2000).

The structure of the professional consciousness of lawyers and law enforcement officers includes two elements, a professional approach toward justice and ethical or moral consciousness. Analyzing the elements of the structure of professional consciousness, it is essential to bear in mind its unity and integrity. As morality and law are inseparable from each other, it is also impossible to hold a clear distinction between the moral and legal consciousness in either of two levels of reflection of reality.

Law enforcement agencies such as police incorporate ethics as a basic element in any police training, in a state of law. Not only that, the ethical conduct of any police officer in a democratic society is presupposed and must be part of professional baggage. An agency officer in the Police is an officer in the service of all citizens, who needs to have professional knowledge and good skills in the development of his work. In addition, it is essential for the police office to have a positive attitude, and ethical convictions beyond those that are required by other professionals.

Why this requirement? The police are often in contact with the most contentious life of people in emergency situations, in the worst days of citizens, who commit crimes in conflicts.

The police has access to information, valuables, and drugs. In addition, the agency has the authority to defend the interest, and protect the disadvantaged people (Caldero, 2010). They have an obligation to guarantee that people have their rights and freedoms, whether rich or poor, irrespective of a race, religion or ideology.

Hence, the police profession, as we have seen, has special characteristics that may change the character of its members more easily than in other professions, and that is why police ethics is a guarantee for the citizen.
