International Civil Aviation Organization
As you know, the main place among the international organizations owned by the United Nations and a large group of its specialized agencies, which include the ICAO. The International Civil Aviation Organization (ICAO) is an intergovernmental agency of the UN, established in 1944 to organize cooperation in order to ensure the safety, regularity and efficiency of international air services. Its immediate origin dates back to the years following the completion of the second war world, a time when, despite the emerging media technicians available, we started using the world's air routes on a commercial basis, with the Convention on the Regulation of Air Navigation signed at Paris in 1919, the previous attempt to systematize the matter (Air Transport Association, 1996).
The initiator of this organization is the United States. At the initiative of the United States in November 1944 in Chicago, it brought together representatives of 52 states that within five weeks discussing the problem of international general aviation (GA). During the conference, all participants unanimously agreed only that the emerging new international organization will be engaged in the first place, air navigation issues and economic issues of international air transport (Barnett, 1989).
The Chicago conference ended with the signing of the Convention on International Civil Aviation, known as the "Chicago Convention in 1944," which provided a temporary operation until it was ratified by 26 states. On April 4, 1947, it began to operate officially as International Civil Aviation Organization (ICAO). Currently, the main role among all the organizations of civil aviation on the global level belongs to the ICAO, which is essentially the only universal world-wide Institute for International Economic Co-operation in air transport (Barnett, 1994).
Objectives of ICAO in its Constitution
The objectives of ICAO, in accordance with Chapter VII, Article 44 of its charter which is mentioned below;
The development of principles and techniques of international air navigation.
The standardization of the rules of flight and aircraft movement control. This is a problem for air travel is particularly acute, given that most of the air space of states given in the disposal of military aviation. For example, in Western Europe, the share of civil aviation is left only about 15% of the airspace.
Unification of radio equipment and terminology used.
The development of air services, airports and other facilities for international communications.
Providing regular, safe and efficient operation.
Promote the full development of the general aviation (GA).
Currently, the ICAO includes 187 countries in the world. The official languages of ICAO are French, Spanish, English, Russian, Arabic and Chinese.
