The evaluation plan is aimed assessing the effectiveness of the solution proposed. The commitment of promoting the dissemination as well as exchanging information that contributes to the construction of knowledge about developing an evaluation plan and disseminating results is evaluated in this part of the paper.

The Evidence Based Nursing is a useful tool that is aimed at connecting theory and practice that provide assessment tools, dissemination and implementation of research findings among clinical nurses. Evidence based practice is used on daily basis by nurses for the purpose of avoiding the variability in practice. This is certainly not an easy practice due to the fact that it requires in depth research. It also required professional training and encouragement of both, the nurses and the medical transformations team.

In order to ensure that the interactive process aimed at transferring knowledge to practice in the complex world of public health is successful, it is essential that it is based on the best available evidence practices. Time constraints are usually faced by public health practitioners that impede the uniform implementation of the principles of decision making based on evidence. However, critical evaluation still remains an effective method for the purpose of determining the quality of evidence practices. It is an important aspect of the process of developing policies and practices based on evidence. Use of proper checklists and tools-bit wind provide systematic and effective means to identify rigorous studies that present valid conclusions, which can be evaluated and implemented.

To be effective, the concept of public health evidence-based must be supported by quality data. Although it must be based on best practices to take decisions on the development and implementation of new programs and services, methods and frameworks necessary to guide the knowledge and convert data in practice often require considerable time. Apart from that, at times it is rather difficult to understand data, which adds to the complexity of the implementation process. Furthermore, the public health professionals have to deal with workloads, huge staff shortages and a lack of targeted resources. Critical evaluation of existing evidence is essential when looking for quality data to guide decision making in public health. It becomes rather essential especially when we lack time and resources. According to public health professionals who have expressed in the context of the analysis environment created for the National Collaborating Centre for Methods and Tools (NCCMT) (Ciliska et al., 2006), critical evaluation includes the use of guides that assist users to assess the severity/seriousness of the research standard methods to assess the quality of the results of key studies. Similarly examining the evidence and ensuring the existence of up to date and user-friendly tools for classifying data/research according to their quality is also an essential and integral part. To this end, the collection of tools can be useful.
