BACKGROUND

This paper provides a relentless aim on the difficulties in, and possibilities offered by, the various urban localities in the UK. The key aspires behind the Urban White Paper are: Improving the value of life through a joint project with the localized community, the creation of appealing, well-kept villages and cities, practical conceive and designing producing it likely to reside in a more environmentally sustainable way, economic growth , provision of good value services.

The topic of community parks security and re-localization of parks systems are gaining local and national attention. While the issue of parks security has been defined in different ways by different groups, one area of consensus seems to be the need for an analysis of local the local Parks. This study will focus on evaluating opportunities for growing, processing, and consuming more parks items locally. (Santamouris et al, 2007)

Several community groups are actively working on the parks security issue, and both the City of Eugene and Lane County have taken formal action supporting, in principle, additional study of the issue:

Prepare a Scoping Plan for a Parks Security Plan. Council approved this recommendation and staff is preparing the scoping document for reporting back to Council in 2010. A primary deliverable in this Scoping Plan is to develop an analysis plan. (Landsberg 2007)

The first step in this process was to create a scope for feasibility study and implementation plan. The project will also bring together information on domestic growers to be joint with sellers as well as buyers this year and to be incorporated in domestic and statewide databases helping institutional buyers plus sellers in the outlook. (Landsberg 2007)
