In 1959, Richard Cloward noted that Merton's anomie idea specified only one structure of opportunity. He, although, contended for two and not one. He thus suggested that there are furthermore illegitimate avenues of structure, in supplement to legitimate ones. Delinquent subcultures, according to Cloward and Ohlin, flourish in the lower-classes and take specific types so that the means for illegitimate achievement are no more equally circulated than the means for legitimate success(Cloward & Ohlin, 1960).
