Introduction

Construction delays are one of the most frequent causes of contract disputes the owner and the contractor. In general, a construction delay is recognized when a project either completes or is forecasted to complete beyond the contract completion date as indicated in the project's approved schedules. The reasons for being behind schedule can be related to various issues, such as change orders issued on the project, differing site conditions, design disputes, subcontractor delays, lack of contract performance, weather, strikes, disruption and the cumulative impact of small changes and requests for information(Assaf, 349- 357).

Methods of providing delay have continually evolved as a result of sophisticated owner requirements, evidential case law, and new development techniques in schedule methodology, and advances in computer technology. These advances have amplified the importance of the project schedule because the project schedule now plays as important a part in claims resolution as it does in project controls. The intent of project schedule is to understand the status of a project at a point in time- is it ahead of schedule, behind schedule, on schedule, etc. When that point in time coincides with a delay event, the project schedule can be very revealing.

Project schedules can vary in their degree of sophistication from a simple bar chart to few activities to an expensive Critical Path Method (CPM) network with thousands of activities. For complex projects, the CPM network has become the prevalent choice to schedule a construction project (Kenneth, 521-526).

The CPM schedule, when properly prepared and updated, serves as a valuable tool to:

Identify the project's critical path or paths;

Monitor the status of a project during construction;

Manage labor, equipment, and material resources;

Forecast the dates of future activities; and

Measure the impact (favorable or adverse) of an event that occurs during construction.

Delays in construction are in progress in respect of basic construction schedule. The delays in construction, housing and the light is often due to lack of communication between contractors, subcontractors and owners. This type of misunderstanding and unrealistic expectations generally avoids the use of a detailed critical path that determines the work program and project implementation, but more importantly, the logical sequence of events that occur before that project is completed. Delays in construction projects are often costly, because, as a rule, construction loans for those involved in the commitment of the leadership of the project, whose costs depend on the time and the continuous inflation of wages and material prices.

However, more complex projects, problems will arise that were not foreseen in the original contract and other legal forms of construction used in the future, such as change orders, tax exemption and additions. Before discussing the construction delays, you must make a clear and complete reflection of the common types of delays.
