Abstract
The widespread introduction of Closed Circuit Television (CCTV) surveillance cameras into Educational institutes & universities is marked by two distinct features. Firstly, in the unprecedented speed of their uptake, & secondly, in the lack of societal discourse accompanying their introduction into `public' places. The latter is of particular interest considering the potential threat to civil liberties which surveillance cameras represent. This article seeks to identify the rapid uptake of CCTV technology in Educational institutes, universities & other `public' places, & to explore some of the reasons for the speed of their uptake. It also discusses some of the issues & implications for policy processes & governance arising from the introduction & use of surveillance cameras. Ultimately it is apparent that CCTV is becoming an important policy tool successfully entering a variety of policy arenas in an era of widespread public surveillance. Consequently much more needs to be understood about the policy processes & policy networks surrounding this emergent policy tool.

Background of study
CCTV systems can provide an effective solution for educational environments. Keeping intruders off campus & remotely monitoring secluded areas can cut down significantly on crime & provide peace of mind to administrators, teachers, staff, students & parents. To create a safer environment for learning, schools need to offer cutting-edge security measures.
Rationale
Schools remain unconvinced of benefits of such systems, either for school staff or education in general. As the consequence, Schools would continue to monitor possible spread of such innovations, extending its policy (& guidance) if & when it is considered necessary.

This paper sets out issues related to moral, ethical, legal & political arguments associated with usage of C.C.T.V in educational establishments such as schools & colleges
