SUBJECT: Memo about a policy or program of the Accountable Care Act (ACA)

The main reason of this writing is to bring in your knowledge the policy or program of Accountable Care Act (ACA). The act of the Patient Protection and Affordable Care was approved and signed by President Barack Obama. This act has been approved by him on March 23, 2010. The main focus of this law was on private health insurance reforms, in order to give better exposure for those people having pre-existing conditions. This law has been made in order to enhance the prescription drug coverage in Medicare and broadening the medical trust fund life. The issue of health reform was the subject of discussion during the campaign for the Democratic Party primary election in 2008 as competition intensified, public attention focused on proposals by the two leading candidates, Senators Hillary Clinton and Barack Obama. Each candidate proposed a plan to cover the nearly 45 million Americans estimated to lack health insurance. A substantial difference between the two plans was that Clinton intended to demand the hiring of coverage to all Americans while Obama proposed a subsidy but not the creation of an definite demand.

During the general election, campaign between Obama and Republican Sen. John McCain had more arguments over the war in Iraq and the economy than the issue of health. However, after the election Obama announced in a joint session of Congress in February 2009 that it would start a journey with Congress to develop a plan of reform health. In July 2009, a series of bills were approved by the committees of the House of Representatives. During the August congressional recess, many lawmakers visited their districts and held meetings at the local level to solicit public opinion on the proposals. During the summer recess, the protests organized by the Tea Party Movement and many conservative groups pointed to regional meetings to hear his voice of opposition to reform proposed. In response to the opposition, President Obama gave a speech before Congress to defend his reform, and redefined its pautas. On 7 November, the House passed the Affordable Health Care for America Act (HR 3962) by 220 votes to 215 and passed to the Senate for approbation. However, the Senate did not discuss this project approved by the deputies, and instead returned to the HR project 3590, referring to exemptions impositivas.
