Introduction

Need for end to end congestion control has been discussed as a main part of the paper. and it discusses non congestion controlled increasing deployment impact for best traffic on the internet. In times of congestion bandwidth of selected high bandwidth, it is argued that best effort flows must be identified and restricted through router mechanisms.
