More than three decades, Safety and Health Act of 1970 created the Occupational Safety and Health Administration Occupational order to help employers and employees to reduce injuries, illnesses and deaths in the U.S. labor. Since, then have been reduced from 62 per cent deaths, and 40 percent of injuries and illnesses in the workplace. At the same time, employment has doubled in the U.S. and today there are 115 million workers at 7 million workplaces (Clarke,1999).

Every workplace is a community. Safety and health add value to the workplace with better morale, productivity and less turnover of staff. The best companies not only created a reputation synonymous with an excellent product but also with an exceptional work environment where safety and health is the primary value (Leppanen, 2006). . Each employee benefits when safety and health are a priority in the workplace. Every employee wants to contribute through their work; however, the main goal is to make life work. Safety and health add value to the lives of workers by allowing them to maintain their incomes and provide for their families. Suffering from an injury or illness is not only physically painful. Injuries and illnesses can seriously reduce income, increase stress and have a deleterious effect on family life (Leva, 2003).
Establish a safe and healthy work environment requires every employer and every worker safety focus and health as a component of higher priority. OSHA provides leadership and motivation to employers and workers to help them recognize and understand the value of safety and health at work. The ultimate goal of the agency will always be to eliminate injuries, illnesses and deaths.
The achievement of a safe system is the most important priority in aviation. However, the initiatives on safety are not based only on facts and data but also perception of the needs of the public safety. Acceptable safety risk operational confidence is related to safety system allocated to aviation, which is undermined every time an accident occurs. Each organization have to retain its program elements to which it will give a relative importance according to his needs, but the following points should be considered in all programs of health and safety:

a) The legal framework of the state of safety;
b) The obligations and responsibilities of the state of safety;
c) Investigation of accidents and incidents;
d) Enforcement policy
Promote the safety component consists of two elements: a) internal training, exchange of safety information and dissemination; b) external training, exchange of safety information and its dissemination (International Civil Aviation Organization, 1984).
